Who is eligible for AEO authorization?

All businesses in the international supply chain, regardless of their size, can apply for an AEO authorization: manufacturers, importers, exporters, registered customs representatives, carriers, freight forwarders, consolidators, terminal operators, warehouse keepers, container operators, unloaders, shipping company services.

A company whose activity is limited to strictly national or intra-community flow is not affected by the "AEO C" authorization. On the other hand, it may be affected by the "AEO S" authorization if the goods it handles (storage, transport, etc.) are intended to integrate the international logistics chain.

Companies, regardless of their size, are required to meet the AEO criteria. However, the auditors take into account the size of the company in assessing its compliance with the AEO criteria.

What are the criteria to benefit from this AEO-C authorization ?

This authorization is granted to companies meeting the following criteria:

the absence of serious or repeated breaches of customs legislation and fiscal provisions, including the absence of serious criminal offenses linked to the economic activity of the applicant;

the demonstration by the applicant that he exercises a high level of control over his operations and the movements of goods by means of a management system of commercial records and, where applicable, of the documents relating to the transport, making it possible to exercise the necessary customs controls;

financial solvency, which is considered to be proven when the applicant presents a satisfactory financial situation enabling him to meet his commitments, taking due account of the characteristics of the type of economic activity concerned;

compliance with practical standards in terms of competence or professional qualifications directly linked to the activity carried out.
